Each file usually includes correspondence between Department officials and contractors, engineers, airport consultants and others involved in project. Files also include plans and specifications; abstracts fo bids; soil-testing results; maps and photographs of site; progress and field inspection reports; papers about land acquisition and claims, property rights, easements and right-of-way permits; and copies of flight schedules and zoning ordinances.

The Department of Public Works and Buildings was created by the Civil Administrative Code of 1917. It supervised operation of state highways, waterways and water resources, parks, printing, purchasing, and construction of state facilities.
